California requires that all budgets pass with the support of 2/3rds of both houses of the legislature.
Consider the compromises that President Obama must make to get 60% support in the US Senate. In California, Democrats must get 66%.
The 2/3rds requirement hands control over spending decisions to an entrenched, conservative minority. 14 of 40 Senators can block any budget!
Because California’s legislative minority refuses to support higher education, returning the UC system to greatness depends on eliminating the 2/3rds requirement for passing a budget in California.
