Democrats in the California legislature want a “tuition buyout” in this year’s budget — in essence, the state would pay the UC fee hike for each student. But despite the fact that Democrats control over 60% of the legislature, the tuition buyout might not happen.

Why? Because California requires that every budget pass with the support of 66% of the legislature. That means every year the Democratic majority trades away funding for progressive priorities, like public higher education, in order to get a handful of Republicans to vote for the budget.

Proposition 25 on the November ballot would change California law so a budget can be passed with a 50% majority. Prop. 25 stands for students. Prop. 25 can help save the UC.
